Contact:
A firm protested the Department of the Interior's modification of a contract for minicomputer systems and software, contending that the modification constituted a cardinal change that exceeded the original contract's scope. GAO held that: (1) Interior reasonably encouraged and evaluated all bidders' offers of optional equipment; and (2) there was no material difference between the modified contract and the original contract requirements. Accordingly, the protest was denied.
