A firm protested a Defense Logistics Agency (DLA) contract award for chocolate bars, contending that the awardee's offered product did not comply with the solicitation specifications. GAO held that DLA failure to test the awardee's offered product did not render the award improper, since the: (1) solicitation did not require any specific testing; and (2) the awardee was obligated to produce a conforming product. Accordingly, the protest was denied.
