A firm protested a Navy contract award for health care services, contending that the Navy: (1) improperly based the contract award on price; (2) failed to conduct meaningful discussions; and (3) improperly set aside the contract for small businesses. GAO held that the protester: (1) failed to state a valid basis for protest regarding the Navy's failure to conduct meaningful discussions or perform a cost-technical tradeoff; and (2) untimely filed after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the protest was dismissed.
