A firm requested reconsideration of its dismissed protest against an Army contract award for radiology services. GAO had held that the protester untimely filed after bid opening its protest regarding alleged solicitation improprieties. In its request for reconsideration, the protester contended that GAO failed to address its allegations that the Army did not make the award in accordance with the stated evaluation criteria. GAO held that the: (1) protester's prior allegations that the Army improperly applied the evaluation criteria inherently applied to its allegations regarding solicitation improprieties, which the protester untimely filed after bid opening; and (2) protester failed to show any legal or factual errors that warranted reversal or modification of the original decision. Accordingly, the original decision was affirmed.
