A firm protested an Army contract award for construction, contending that the Army did not evaluate its bid in accordance with the evaluation criteria. GAO held that the Army properly evaluated the protester's bid, since the solicitation placed principal emphasis on government construction experience, which the protester did not have. Accordingly, the protest was denied.
