A firm protested a General Services Administration (GSA) contract award for a travel management center, contending that GSA: (1) failed to inspect all of its proposed locations; (2) improperly considered rebates in making its competitive range determination; and (3) showed bias in evaluating its bid. GAO held that: (1) GSA was not required to inspect all of the protester's proposed locations; (2) the solicitation listed rebates among the evaluation factors; and (3) the record did not indicate that GSA unreasonably or improperly evaluated the protester's bid. Accordingly, the protest was denied.
