A firm protested the Army's rejection of its bid for integrated logistics support, contending that the Army: (1) improperly evaluated its bid; (2) failed to conduct meaningful discussions; and (3) was biased against it. GAO held that the: (1) protester failed to show that the Army improperly evaluated its bid; (2) Army conducted meaningful discussions, since it advised the protester of bid deficiencies and afforded the protester an opportunity to cure those deficiencies; (3) protester failed to provide any evidence of malicious intent; and (4) record supported the Army's technical judgments. Accordingly, the protest was denied.
