A firm protested a National Aeronautics and Space Administration (NASA) contractor's rejection of its low bid as nonresponsive for construction, contending that the prime contractor failed to refer the matter to the Small Business Administration (SBA) for certificate-of-competency (COC) consideration. GAO held that the: (1) prime contractor was not required to submit the protester's bid to SBA for COC consideration; and (2) protester failed to provide any factual basis to challenge the nonresponsibility determination. Accordingly, the protest was dismissed.
