A firm protested an Army contract award for aircraft maintenance, contending that the Army: (1) failed to conduct meaningful discussions with it; and (2) improperly evaluated its bid. GAO held that the Army properly determined that the protester's bid was technically unacceptable, since its bid took exception to a solicitation requirement. Accordingly, the protest was denied.
