A firm protested an Army solicitation for shims, contending that the Army improperly included an alternate shim on the approved products list, since it: (1) reverse engineered the alternate shim without first using the specified alternatives; and (2) did not subject the shim to the identical tests undergone by the protestor's shim. GAO held that the protester untimely filed its protest 7 years after it learned of the basis for protest. Accordingly, the protest was dismissed.
