The Department of Energy requested an opinion regarding its proposal to revise its temporary duty travel policy to permit an employee who is away from his permanent duty station to begin or end temporary duty travel at that alternate place when there are cost savings to the government. The General Services Administration stated that allowing employees to use the contract fares according to personal preference would require a change in the Federal Travel Regulations, which was not recommended.
