A firm protested the Forest Service's rejection of its bid for a training curriculum, contending that the Service: (1) improperly evaluated its bid; and (2) unreasonably excluded its bid from the competitive range. GAO held that the: (1) Service reasonably excluded the protester from the competitive range, because its bid demonstrated limited experience and understanding of the solicitation requirements; and (2) protester untimely filed after bid opening its protest that the solicitation requirements lacked specificity. Accordingly, the protest was denied in part and dismissed in part.
