A firm protested the Air Force's rejection of its bid as nonresponsive for facsimile machines, contending that its: (1) completed certificate of procurement integrity, although unsigned, sufficiently indicated its intended compliance with procurement integrity requirements; and (2) failure to sign its completed certificate of procurement integrity was a waivable minor informality. GAO held that the protester's failure to include a signed certificate rendered its bid nonresponsive. Accordingly, the protest was dismissed.
