A firm protested the Navy's rejection of its bid as nonresponsive for painting, contending that it was not required to submit a certificate of procurement integrity since the expected contract value would not exceed the $100,000 threshold. GAO held that the Navy: (1) reasonably concluded that the total contract value exceeded the threshold, since the protester's bid significantly exceeded of the threshold; and (2) Navy properly rejected the protester's bid as nonresponsive since the protester failed to comply with the material obligations imposed by the certificate. Accordingly, the protest was denied.
