A firm protested the Air Force's rejection of its bid as nonresponsive for transformers, contending that: (1) delays in overseas mail deliveries resulted in the late receipt of its bid; and (2) its bid would have resulted in significant cost savings to the government. GAO held that the protester: (1) failed to timely mail its bid to the final bid opening destination; and (2) was not sufficiently interested to challenge the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was denied in part and dismissed in part.
