An individual protested the Army's failure to extend a contract and requested that GAO investigate the Army's actions regarding this contract and related solicitations. GAO held that the individual was not sufficiently interested to challenge the procurement, since the protester: (1) did not represent any entity participating in the questioned procurement; and (2) stated that he was protesting from the perspective of a concerned tax payer. Accordingly, the protest was dismissed.
