A firm protested a Navy contract award for painting, contending that the awardee's bid was nonresponsive, since its bid bond lacked a power of attorney. GAO held that the: (1) awardee's bid was responsive, since it included the bid bond's power of attorney; and (2) protester failed to support its allegations. Accordingly, the protest was denied.
