A firm protested a Coast Guard contract award for drydocking repair services, contending that the awardee based its materially unbalanced bid on the assumption that the Guard would not order certain options. GAO held that the: (1) awardee's bid was low for both the base items and the option items; and (2) Guard would not make advance payments. Accordingly, the protest was denied.
