A firm protested the Army's cancellation of a solicitation for vehicle fleet operation and repair, contending that the Army:(1) unreasonably estimated its in-house performance costs; and (2) should make award to the low, responsive bidder. GAO held that the protester did not state a valid basis for protest since the Army reasonably determined that it could perform the requirements more economically than contractors. Accordingly, the protest was dismissed.
