A firm protested a Navy contract award for roof work, contending that the awardee's low bid was the result of the awardee's erroneous interpretation of the bid schedule. GAO held that the Navy improperly awarded the contract, since the bid schedule was prejudicially ambiguous. Accordingly, the protest was sustained, and GAO recommended that the Navy: (1) terminate the contract and resolicit its requirements, clearly specifying what work is included under each line item of the bid schedule; and (2) reimburse the protester for its protest costs.
