A firm protested an Office of Civilian Health and Medical Program of the Uniformed Services subcontract award for cardiac surgery services, contending that the contractor improperly applied undisclosed criteria in evaluating bids. GAO held that the contractor improperly selected the awardee, since it evaluated bids solely on undisclosed evaluation factors. Accordingly, the protest was sustained, and GAO recommended that the contractor: (1) issue a new solicitation specifying evaluation factors; and (2) reimburse the protester for its protest costs.
