A firm protested a Department of Agriculture (USDA) lease award for office space, contending that USDA: (1) improperly considered its past performance; and (2) officials were biased against it. GAO held that: (1) the record reasonably supported the USDA determination that the awardee's space best met its needs; (2) the USDA evaluation of the protester's past performance was reasonable and consistent with the evaluation criteria; and (3) the protester untimely filed a portion of its protest more than 10 days after it learned the basis for protest. Accordingly, the protest was denied in part and dismissed in part.
