A firm protested a Naval Research Laboratory (NRL) contract award for a milling machine and related components, contending that NRL improperly relied on the awardee's self-certification that it would furnish a domestic-end product. GAO held that: (1) there was nothing on the face of the awardee's bid to question the verity of its certification; (2) NRL incorrectly included accessory items in its calculation of the domestic-origin percentage of the awardee's product; and (3) correct calculation of the domestic-origin percentage of the awardee's product did not reduce that percentage below the requirements. Accordingly, the protest was denied.
