A firm protested a Navy contract award for a photo analysis system, contending that the: (1) awardee's system did not comply with solicitation requirements; and (2) Navy improperly relaxed its minimum requirements without allowing the protester the opportunity to submit a revised offer. GAO held that the: (1) Navy properly awarded the contract to the low, responsible offeror; and (2) protester failed to provide any evidence that the Navy relaxed its requirements. Accordingly, the protest was dismissed.
