A firm protested an Army contract award for basic skills instruction services, contending that the Army improperly: (1) applied a price preference to the awardee's bid; and (2) based award solely on price without regard to technical factors. GAO held that the: (1) protester untimely filed after bid opening its protest regarding the price preference; and (2) Army made award to the technically superior, low offeror. Accordingly, the protest was dismissed in part and denied in part.
