A firm requested further reconsideration of its dismissed protest against the Army's exclusion of its bid from the competitive range. GAO had held that the protester: (1) untimely filed its protest; and (2) was not sufficiently interested to challenge the award. In its request for reconsideration, the protester contended that it: (1) timely orally protested the exclusion of its bid from the competitive range; and (2) was sufficiently interested to protest the award, since it spent considerable time and money pursuing the contract. GAO held that the: (1) protester untimely filed the required written protest; and (2) protester's incurring of proposal preparation costs did not in itself provide the requisite economic interest to maintain a protest. Accordingly, the request for reconsideration was denied.
