Two firms protested an Air Force contract award for a missile adapter kit, contending that the: (1) awardee's proposal failed to provide a required tailored software development plan; and (2) Air Force failed to properly consider the awardee's past contract performance. GAO held that the: (1) solicitation, when read as a whole, clearly did not require the development plan until after award; (2) awardee submitted the plan prior submitting its of best and final offer; and (3) there was no basis for downgrading the awardee's proposal, since the awardee corrected past performance problems. Accordingly, the protests were denied.
