A firm protested the Air Force's termination of its contract and subsequent award to another firm for building maintenance, contending that the Air Force improperly determined that the awardee's bid bond was responsive. GAO held that the Air Force improperly determined that the deficiencies in the new awardee's bid bond did not render it unenforceable, since the bid bond did not sufficiently identify the solicitation to ensure enforceability. Accordingly, the protest was sustained, and GAO recommended that the Air Force: (1) reinstate award to the protester, if otherwise appropriate; and (2) reimburse the protester for its protest costs.
