A firm protested a Navy solicitation for generator plant equipment, contending that the Navy failed to give it sufficient time to prepare and submit its proposal after amending the solicitation. GAO held that the Navy's refusal to extend the closing date did not prejudice the protester, since the acquisition costs of its alternative system were very high, and the solicitation provided for award to the low, technically acceptable offer. Accordingly, the protest was denied.
