A firm requested reconsideration of its denied protest against a Navy contract award for an aircraft trainer. GAO had held that the: (1) urgent requirements allowed the Navy to award the contract on the basis of initial proposals; and (2) protester untimely filed its protest regarding the cost/technical tradeoff. In its request for reconsideration, the protester contended that the initial decision was legally erroneous, since the Navy failed to: (1) pursue the maximum practicable competition; and (2) abide by federal regulations pertaining to competitive negotiation. GAO held that the protester failed to prove that the prior decision included factual or legal errors that warranted its reversal or modification. Accordingly, the request for reconsideration was denied.
