A firm protested a Government Printing Office solicitation for electronic publishing services, contending that the solicitation was unfair and violated public information dissemination laws. GAO held that the: (1) protester untimely protested an alleged solicitation impropriety; and (2) issue was not significant enough to justify an exception to protest timeliness requirements. Accordingly, the protest was dismissed.
