A firm protested an Internal Revenue Service (IRS) contract award for a voice mail/automated attendant system, contending that IRS: (1) improperly determined that its system was unacceptable for failure to satisfy an integration requirement; and (2) improperly evaluated the awardee's and the next low bidder's quotes. GAO held that: (1) IRS reasonably rejected the protester's bid as technically unacceptable; and (2) the protester was not sufficiently interested to challenge the award, since it would not be in line for award, even if its protest were sustained. Accordingly, the protest was dismissed.
