A firm claimed reimbursement for proposal and protest preparation costs, including attorney's fees, after GAO sustained its protest. GAO had recommended that the General Service Administration (GSA) either: (1) terminate the contract and make award to the protester; or (2) enter into discussions and include the protester. GSA advised that due to a lack of funds, it terminated the contract but could no longer make any award. GAO held that, although the protester failed to provide any documentation to support its claim, it was entitled to recover a retainer fee and some telephone charges. Accordingly, the claim was partially allowed.
