A firm protested an Air Force solicitation for warehouse operations, contending that the Air Force failed to: (1) exercise the option under its existing contract; and (2) set aside the acquisition exclusively for small disadvantaged businesses. GAO held that the Air Force: (1) decision to exercise the contract option concerned contract administration, which it would not review; and (2) properly issued the solicitation as a small business set-aside since the requirement was not a new one and was previously acquired under a small business set-aside. Accordingly, the protest was dismissed in part and denied in part.
