A firm protested a bid correction under a Naval Facilities Engineering Command (NAVFAC) solicitation for construction, contending that the: (1) mistake was not apparent from the face of the bid because NAVFAC solicited evidence to verify the existence and nature of the mistake; and (2) correction should not be allowed as it would place the corrected bid within 1 percent of the next low bid. GAO held that: (1) NAVFAC properly allowed correction of the bid, since the mistake and the intended bid were clearly ascertainable from the bid; and (2) the displacement of the low bid was not relevant in this situation, since the mistake and intended bid were clear. Accordingly, the protest was denied.
