A firm requested reconsideration of its dismissed protest against an Army contract award for security guard services. GAO had held that the protester untimely filed its protest more than 10 working days after it became aware of its basis for protest. In its request for reconsideration, the protester contended that its protest warranted consideration under the good-cause exception to the protest timeliness rules. GAO held that the: (1) protester failed to show that it could not have timely filed its protest; (2) protest issue was not of widespread significance to the procurement community; and (3) protester failed to show that the Army acted fraudulently or in bad faith in determining the awardee's responsibility. Accordingly, the dismissal was affirmed.
