A firm protested a General Services Administration (GSA) contract award for roofing repairs, contending that GSA wrongfully excluded it from the competition, since it did not receive a copy of a solicitation amendment. GAO held that GSA: (1) did not deliberately exclude the protester from competition; and (2) properly did not consider the protester's unexpired bid, since it was 13 months old and the protester did not respond to a new request for proposals. Accordingly, the protest was denied.
