A firm protested an Army delivery order for automatic data processing equipment maintenance and repair, contending that: (1) its bid was lower than the awardee's; (2) the Army improperly allowed the awardee to offer a discount from its schedule contract prices; (3) the Army based award on an unadvertised factor. GAO held that the: (1) awardee's quote represented the lowest overall cost to the government; (2) awardee could offer a price reduction to its schedule contract at any time and by any method without approval of the General Services Administration; and (3) Army evaluated the protester's and awardee's bids on the same basis. Accordingly, the protest was denied.
