A firm protested a Bureau of Prisons (BOP) contract award for asbestos air monitoring, contending that the awardee's bid was nonresponsive, since it improperly submitted a bid guarantee in the form of a cashier's check instead of the required bid bond. GAO held that BOP properly awarded the contract, since federal acquisition regulations permitted offerors to submit bid guarantees in the form of cashier's checks. Accordingly, the protest was denied.
