A firm protested an Army contract award for maintenance services, contending that the: (1) awardee based its low bid on a latent specification ambiguity; and (2) Army sought reclassification of contractor employees' wage rates. GAO had dismissed in part and denied in part the firm's initial protest against step one of the two-step procurement. GAO held that: (1) it would not contemplate the piecemeal presentation of protests; (2) the protester failed to diligently pursue its basis for protest; and (3) the protester untimely filed its protest more than 10 days after learning of the new protest basis. Accordingly, the protest was dismissed.
