A firm protested a Nuclear Regulatory Commission (NRC) contract award for engineering and technical support, contending that NRC: (1) disregarded the awardee's conflict-of-interest problem; and (2) was biased in downgrading its proposal. GAO held that: (1) NRC reasonably concluded that other work the awardee performed would not affect the awardee's ability to provide objective advice under the contract; (2) since the protester did not sufficiently detail its bid, NRC reasonably downgraded it in accordance with the evaluation criteria; and (3) the protester did not submit any convincing proof of bias. Accordingly, the protest was denied.
