A firm requested reconsideration of its dismissed protest against an Air Force solicitation. GAO held that the protester untimely filed its protest after bid opening. In its request for reconsideration, the protester contended that: (1) it was not aware of the impropriety prior to bid opening; and (2) the Air Force intentionally failed to set the procurement aside for small disadvantaged businesses. GAO held that it would not consider the protest, since it did not raise an issue of significant concern to warrant an exception to the protest timeliness rules. Accordingly, the dismissal was affirmed.
