A firm protested an Army contract award for construction, contending that the Army improperly qualified the awardee, a joint venture, as a small disadvantaged business (SDB), since only one of the firms in the joint venture was a SDB. GAO held that the Army reasonably determined that the awardee qualified as an eligible SDB, since the SDB firm controlled the joint venture. Accordingly, the protest was denied.
