A firm protested a Coast Guard contract award for a microwave communication upgrade, contending that the Coast Guard improperly rejected its bid as technically unacceptable, since its bid included sufficient information for the Guard to be able to determine its technical approach. GAO held that the Coast Guard reasonably rejected the protester's bid as technically unacceptable, since the bid: (1) included numerous deficiencies; and (2) inadequately descibed its technical approach. Accordingly, the protest was denied.
