A firm protested a Defense Supply Service (DSS) contract award for a dispute resolution study, contending that DSS failed to conduct meaningful discussions with it. GAO held that DSS was not required to hold discussions on relatively minor concerns or aspects that the protester's bid satisfactorily addressed. Accordingly, the protest was denied.
