A firm protested a Navy proposal to convert its firm, fixed-price contract into a cost reimbursement supply contract for a relocatable electronic warfare facility, contending that the conversion constituted an illegal sole-source award. GAO held that: (1) it would not review a matter of contract administration; and (2) the proposed modification did not exceed the scope of the contract. Accordingly, the protest was dismissed.
