A firm protested the Navy's cancellation of a solicitation and subsequent contract award for transformers, contending that the Navy: (1) unreasonably was unable to determine whether its bid was fair and reasonable; and (2) lacked sufficient justification for limiting competition under the new solicitation. GAO held that the: (1) Navy reasonably determined that, given the lack of adequate price competition and the recent specification change which rendered the government estimate unreliable, it could not determine whether the protester's bid was fair and reasonable; (2) Navy's restricted competition under the new solicitation did not prejudice the protester; and (3) awardee was not required to submit certified cost and pricing data, since the Navy obtained adequate price competition. Accordingly, the protest was denied.
