A firm requested reconsideration of its dismissed protest against the Forest Service's cancellation of a solicitation for timber sales. GAO had held that the protest was academic. In its request for reconsideration, the protester contended that: (1) the Service did not justify its urgent need to award; and (2) it was entitled to award under the initial solicitation, since it was the highest responsive offeror. GAO held that the protester was not entitled to award under the initial solicitation, since the Service properly: (1) changed its material specifications to meet its changed needs; and (2) cancelled the solicitation after bid opening, since erroneous Service advice and a deficient solicitation impeded competition. Accordingly, the request for reconsideration was denied.
