Two firms protested the Office of Human Development Services' (OHDS) rejection of their bids for technical assistance, contending that OHDS: (1) unreasonably determined that their bids were technically unacceptable; and (2) improperly established a competitive range of one. GAO held that OHDS reasonably rejected the protesters' bids as technically unacceptable, since the: (1) first protester's bid inadequately discussed how it would conform to the specifications; and (2) second protester's proposed staff did not have sufficient experience. GAO also held that a competitive range of one was unobjectionable. Accordingly, the protests were denied.
