A firm protested an Air Force solicitation for refuse collection and disposal, contending that the Air Force's decision to extend its incumbent contract and delay commencement of the new contract performance period placed it at an unfair competitive disadvantage. GAO held that the: (1) Air Force reasonably extended the new contract start date to enhance competition and receive lower prices; (2) protester's competitive disadvantage was due to its own business judgment; and (3) propriety of an incumbent contract extension was outside the scope of the its review function. Accordingly, the protest was denied in part and dismissed in part.
